1. Expose data already in the VHAL Android: dummy reference app with sub-set from https://developer.android.com/reference/android/car/VehiclePropertyIds
2. see how to deal with permissions
3. expand dummy reference app with some additional VSS properties at the moment not
   contained in https://developer.android.com/reference/android/car/VehiclePropertyIdswhich are not in VHAL Android.
